Well that one is easy :

– rent an Eurostar to Paris – Gare du Nord to put a regiment in.
– Walk the 150 meters between Gare du Nord and Gare de l’Est in Paris.
– rent a TGV from Paris – Gare de l’Est to Luxembourg Railway Station.
– Invade Luxembourg.
– Don’t forget to bribe the French and the German along the way, so that they will deny Luxembourg Airforce the overfly of France and Germany ( that way Luxembourg Airforce will be effectively grounded )

And I wonder how you managed not to invade Burundi as it is between Egypt/Sudan and the South of Africa ( former ) Colonies. ( or was it part of the Belgian (former) colonies ? )

Note also that a good part of the missing 22 are inland Nations, sitting far away from coasts… which make things difficult for an Island based country like UK

England and Sweden has been at war with each other, but as this was only on paper, no one died and no invasions from either side (I guess we are in the lead there, as the Vikings did invade the Isles).
